We believe that constructing an OLF in northeastern North Carolina will severely affect the quality of life and economic well-being of its residents since so much of the area’s income is derived from tourism and from farming. Below are some of the questions we would like for the Navy to answer.

Recently released list of questions from the lawyer hired to represent the VA anti OLF groups.
- What will the routes in and out of the OLF be? How will that affect commercial and civilian aircraft routes?
- Will aircraft from Cherry Point use the OLF? If so, how often and how many? What is the distance from Cherry Point to each of the proposed OLFs?
- How will the flight pattern deal with the NOTAM pertaining to airspace associated with the nuclear power plant in Surry?
- Identify what property you will need to acquire in fee, where you would only need an easement or other right to use less than fee title. If not taken in fee, can it be farmed and if so, what crops or other uses are not permitted?
- If the OLF is later abandoned, will the prior owner have rights of reversion or first refusal for repurchase? If so, at what price? If not, would the normal disposal process of federal property apply? For property where the United States acquires less than a fee title interest, how would restrictive covenants or easements be disposed of to third parties and what would be the implication for the title holder?
- How many aircraft and what type are projected to be stationed at Oceana in 2010, 2020, 2030?
- Are aircraft from other facilities anticipated to use the OLF? If so, from where, how many and how often?
- How many CVNs are expected to be home ported at Oceana in 2010, 2015, 2020? Are there any plans at this time to homeport the carriers presently home ported in Hampton Roads at some other homeport? If this information is classified, please so indicate in your response and prepare a classified analysis for the EIS which can later be reviewed in camera.
- Are any carriers currently home ported at Oceana scheduled or contemplated for retirement? How many CVNs are presently under construction or for which appropriations have been approved but construction has not yet commenced?
- What are the Navy's plans for home porting a carrier at Mayport, Florida?
- What consideration is there for locating a CVN from Hampton Roads to Guam, Hawaii or elsewhere in the Pacific theater?
- How will a new OLF solve concerns about encroachment, flight pattern constraints, noise levels and safety concerns in Virginia Beach at Oceana, and nighttime lights at Fentress?
- Does the Navy have property or other rights at encroaching properties near Oceana and/or Fentress that it could enforce to address encroachment there? If so, why have they not been enforced?
- Is Bogue an OLF? What property rights does the United States have there? What are the factors that lead to its not being used to solve the OLF issue?
- Identify all encroaching properties at Oceana and Fentress. What properties have been acquired using State funds since the 2005 Base Closure Commission report was issued?
- What are the constraints on Oceana and Fentress as a result of noise or safety considerations?
- Is there data which compares accident rates, pilot error or pilot proficiency between pilots who train at or are stationed at Oceana and Lemoore?
- Please address the following reasonable alternatives for the location of an OLF:
- On the Delmarva Peninsula from Cape Charles, there is a flight strip at Melfa.
- North of Melfa is the old Navy base at Chincoteague.
- Near Englelhard, N.C., Hyde County has a fight strip.
- What present flying/operational constraints at OCEANA would be alleviated by the construction of a new OLF? How would nighttime operations at Oceana be affected?
- Is Oceana presently used for touch and go operations? If so, what is the frequency of such use and how have noise and safety concerns affected that use?
- Could the OLF contemplated become a master jet base? If so, is the land procured under the OLF concept adequate for that purpose? Has this been considered by the Navy at any level? Please provide all letters, memos, e mails, studies or records that bear on this issue.
- Why is Washington County no longer an option for the OLF?
- What consideration was given to an OLF on the Delmarva Peninsula?
- How many replacements for the F/A-18 E and F models will be procured and over what time frame? How many will be stationed at Oceana? When will the F/A 18 (all models) be retired? What aircraft are contemplated as replacements (F-22, F-35, JSF, other) and when? What will the noise levels and contours be for such aircraft? Would the OLF evaluated in this EIS be used for them? Please provide all noise contours for these new aircraft at each of the OLF sites under consideration.
- Will the United States exercise the power of condemnation/eminent domain to acquire the interests necessary if they cannot be obtained voluntarily? What support or arrangements have been made with the Commonwealth of Virginia in identifying possible OLF locations?
- Is there an expectation that Virginia will exercise its power of condemnation or eminent domain to acquire the necessary property rights?
- What is the expected cost and duration of construction at the OLF before the OLF becomes operational?
- How many aircraft will be in the pattern at one time? What is the maximum number of aircraft that could be safely put in the pattern at one time?
- What are the expected number of practice landings that will be performed by an aircraft that flies to the OLF? What is the expected average daily use data, broken down by daytime and nighttime operations? In a surge situation, what is the maximum expected utilization of the OLF?
- Will the airspace over the OLF and the routes to and from it become MOA's? If not, how will conflicting uses be addressed?
- What are the implications for civilian and commercial aircraft routes? Given the distance to the OLF from Oceana, is it realistic to fly at an altitude of 25,000 feet, as stated by a Navy official in a public meeting in Surry?
- Does the Navy agree that it will not fly in or near areas that contain endangered or threatened species or the habitat that supports them? If a species is listed as threatened or endangered by the Commonwealth of Virginia but not by the US Fish and Wildlife Service, will the Navy be bound by State constraints concerning such species?
- How much prime farmland will be affected and what are the implications?
- How many F-18s, by model, have had accidents since they were introduced and what were the circumstances of each accident?
- Will the development of a new OLF allow aircraft taking off from Oceana to turn left as they take off?
- How will the utilization of Fentress and Bogue be affected by the development and use of a new OLF?
- How many FTEs will be employed at the new OLF – military or civilian?
- Why is the existing Navy facility at the Northeast Radio station on the VA/NC border not being considered as an OLF?
- The Final EIS for stationing of the Super Hornet was released to the public in July, 2003. It will be over 5 years old when this EIS is completed.
- What action will be taken to update it?
- Inasmuch as there are replacement aircraft for the Super Hornet, how will that be addressed in assessing the impacts at and around the proposed sites?
- The purpose and need explanation contained in the 9 April 2008 Notice of Intent is limited to the location of an OLF. Why is the purpose and need so limited as to preclude consideration of other variables that would influence the location and suitability of the selected site?
- What OLFs will be used by aircraft at Cherry Point and what is the capacity of such facilities?
- How do you measure the capacity of an OLF?
- Will the Commonwealth of Virginia, the State of North Carolina, the FAA, the USFWS be cooperating agencies in the production of this EIS?
- How will the Navy address activities and conditions presently located in the core APZ and buffer areas? These include but are not limited to farming, residential use, schools, churches, cemeteries, and Native American sites, cultural and archeological sites.
- If, after study and evaluation, you determine that there is disproportionately high and adverse human health or environmental effects on minority populations and low-income populations, how will you address such effects?
- Will the Navy commit, in a legally enforceable manner, that it will adopt and execute any mitigation plan identified as necessary or appropriate to the project?
- What is it that resulted in a failure to consider the aviation facility at Oak Grove?
- If there were adjustment to the Navy's criteria for the location of the OLF (distance from Oceana, population density), what other sites become available for consideration? The criteria employed to identify the 5 sites significantly limit the reasonable alternatives. Aren’t there other reasonable alternatives that the Navy has not considered? What is the feasibility of anchoring the Kitty Hawk (or any other carrier) off shore and using it as an OLF? Why cannot a platform offshore be erected and used as an OLF?
- Has the Navy prepared a siting study prior to conducting an EIS? If not, why was it done prior to the Washington County EIS and not performed here?
- It has been represented by a Navy official that the final decision to condemn land is with Congress, not the Secretary of the Navy. Is that an accurate representation?
- How many acres of land will you take title to?
- How many acres will you take with less than title?
- What percentage of the county real estate will no longer be subject to real estate taxes or reduced taxes due to federal ownership or control? What are the socio economic consequences of such loss of tax revenue on public education, bond ratings, bond repayments, local services, wastewater treatment, public health programs, police and fire services, outreach to the homeless, libraries and other essential and non essential services provided by the affected jurisdictions?
- How much of land or land interests that you will need are presently: (a) agricultural (b) open space (c) family farms (d) forested or (e) residential?
- What are the consequences of the loss of tax revenue on roads, flood control, emergency response, and environmental protection and enforcement?
- Is there assurance of payments from the United States in lieu of taxes?
- What are the impacts on livestock – noise impacts on reproduction, growth and health?
- What are the consequences on future growth and development in the County as a result of the OLF location?
- What is the degree of certainty that the size, location and configuration of the identified sites of which the public is now informed through the notice of intent are accurate?
- If the configuration, size or location changes, will you reopen the scoping process?
- What discussions have you had with current landowners affected by the alternatives?
- Explain in detail the role of the Commonwealth of Virginia in this proposal.
- Please provide to the County Administrators all papers, studies, memoranda, e mails, records or other documents relating to this proposal, including records relating to discussions, exchanges of information and meetings with State officials in North Carolina and /or Virginia.
- Will the Commonwealth release all of its documents, messages and related information relating to this proposal?
- How will you address the value and use consequences of acquiring some but not all of a landowner's property?
- To what extent, if at all, will the flight patterns be adjusted to address the location of a nuclear power plant?
- What impact will a terrorist attack on the Surry nuclear power plant have upon the OLF and the military activities and facilities in Hampton Roads?
- What design or construction methods exist at or could be added to the Surry Nuclear Facility that would preclude the release of radioactive material in the event of a crash into the facility by a fully fueled F/A 18 en route to a nearby OLF for practice landings? What improvements would be necessary to withstand such an event? What would the cost be and who would bear the cost of such improvements?
- What quantity of nuclear fuel, spent or otherwise, is located at the Surry Nuclear Plant and how is it stored?
- Given the predominant wind direction, what populations would be at risk in the event of a release of radioactive material caused by the crash of an F/A 18 into the Surry Nuclear Facility?
- How will weather factors influence routes and altitudes to and from an OLF?
- What are the flooding, wetlands, habitat and global warming consequences of cutting the amount of trees necessary to locate the OLF and creating impervious cover for the landing field and associated ramp space and facilities?
- What easements or other enforceable rights does the Navy have with respect to encroaching property around Oceana and/or Fentress? Why have these not been enforced? If enforced, what impact would they have on your ability to train? If these have not been enforced, what is the basis to exclude Oceana from consideration as a reasonable alternative in this evaluation?
- Please list all such easements, restrictive covenants and other legal authority of the Navy to limit uses in and around Oceana and Fentress, giving the address, land record recording date and number, and the cost to the United States.
- In an editorial recently published on the Norfolk Virginia Pilot, the Secretary of the Navy indicated that training at Oceana was inadequate. Explain how that compares with the OLF siting study prepared in 2003 published on the Super Hornet Basing EIS webpage that indicated that an OLF to support Oceana was not required. What are the changes in training requirements, number of aircraft, operational tempo or other factors that appear to have altered that position?
- In measuring noise levels for an OLF, what are the inputs into the formula with respect to number of aircraft, number of practice landings, and time of day? Is the measurement for a single practice event, or is it the average noise generation for a single event based on a number of events? How is the cumulative noise impact measured and considered? What is the difference in the measurement of a single event lasting 3 minutes and 10 events lasting a total of 30 minutes? How are peek practice times accounted for?
- In a presentation on 2 April 2008, a Navy representative indicated that night practice landings would be minimized and would usually end by 10 PM. Given the need for night practice landings, the number of aircraft pilots requiring this training and the implications of daylight savings time in Southside Virginia, explain how the Navy can achieve its objectives by 10 PM.
- What is the model you will use to predict aircraft noise and the impacts of that noise?
- What will the inputs be to the model?
- What is the scientific validity of the model you will use?
- Are there studies that demonstrate that the model is an accurate and/or inaccurate predictor of real events?
- If the model inputs involving type of aircraft, altitude, speed, frequency of noise generating events are changed, will such change require a new EIS?
- What level of noise would cause you to abandon this project?
- What, if any, noise mitigation measures will you adopt and implement and what assurances will you provide that such mitigation will be an enforceable obligation?
- What are the consequences if you breach your mitigation measures? Will you cease operations?
- Will the model and inputs be available for review by the public? Can we review the model now?
- What is the basis for concluding that you do not need to measure below 65 decibels?
- How will ambient noise levels be factored into your models? Is there any consideration in the model that differentiates between the introduction of noise in an urban area as compared to such introduction in a rural area?
- What are the noise levels that will be generated by the Joint Strike Fighter/F 35 aircraft? Are the contours and /or impacts different?
- What are the single impact noise levels within the OLF property under consideration and how frequently do you expect them to occur?
- Please prepare a map showing single impact noise levels to a level of 50 decibels.
- Please provide a noise contour map showing single impact and weighted, averaged decibel levels for the proposed OLF in Surry, Southampton, Greensville, Prince George and Sussex Counties, based on projected aircraft, routes, speeds and altitudes.
- How will the recommendations and studies of the Federal Interagency Committee on Aircraft Noise be incorporated into your study and evaluation?
- How will you address ambient noise in each of the geographical areas to be addressed?
- What consideration will be given to the cumulative effects of noise simultaneously generated, particularly multiple aircraft are in the pattern?
- What mitigation measures will be adopted to address the loss of tax revenue in each affected jurisdiction?
- Please evaluate the impact of stigma on adjacent land values and mitigation measures to address that impact.
- Will the United States guarantee general obligation bond repayment for the jurisdiction that suffers loss of real property tax revenue?
- Identify all rivers, streams and bodies of water, the watershed in which they exist and the impacts on them from the project. Specifically, which will be re-routed, how will that be accomplished, what are the impacts on vegetation, wildlife, scenic views, aquifer recharge, flooding, endangered species, wetlands, irrigation and farming.
- Address the construction of retention ponds to control flooding wherever clear cutting is to occur. Where will they be located? How large will they be? What are the natural resource implications of such construction?
- Who is the Navy’s contractor for development of this EIS, and what is the contract cost for such performance?
- Please provide a copy of the Navy’s EIS contract to the Administrator of each county in which the proposed OLF is sited, deleting any protected proprietary information.
- What vibrations will be generated by the aircraft while in transit or while practicing landings and takeoffs? How are vibrations measured and what are their impacts on humans, animals and structures? Explain the speed, distance, atmospheric and related conditions that influence vibration impacts. How do vibrations affect different species of animals? With respect to structures, what impacts will there be on historic buildings (houses, barns, outbuildings, churches, etc), considering the age and construction techniques employed when they were built? Include in this evaluation the effects on frames, plaster, antique glass and foundations. This question is without regard for whether or not a building or facility is on the National Register of Historic Properties or whether it is recognized by any agency as historic. Rather, this question applies to all buildings built before 1958.
- According to recent news reports, the Navy is considering allowing use of the OLF for commercial aviation activities. With whom has this been discussed? Has the Governor’s office been involved in any such discussions? What are the financial, noise reduction and related effects upon other existing air facilities, including Norfolk, Richmond and Chesterfield? How will the Navy deconflict airspace and use of the runway? Since this appears to be reasonably foreseeable, please evaluate all of the direct, indirect, and cumulative impacts of such activities, including additional noise and traffic, the security implications of allowing such use, air quality degradation, and how this will be coordinated to allow farm activities to cross the runway, which is another recently suggested consideration. Will the Navy charge fees for use by commercial activities? Can the Navy exercise a right of condemnation to take private land and then allow it to be used for commercial, private sector purposes?
- Will the United States exercise the power of eminent domain to acquire the property interests necessary for the OLF?
- There is a World War II landing strip at Wallops Island. Was that location or any other location on the Eastern Shore considered as an alternative? If not, why not? If so, why is not a reasonable alternative site?
- Were any sites in Virginia considered that were not nominated, recommended or suggested by Virginia officials?
- What were the factors that caused the Navy to limit the scope of the EIS to 5 sites?
- Did the Navy consider any site a reasonable alternative, even if it was not recommended by Virginia officials? Were any sites not recommended by the states involved included in this study as a reasonable alternative?
- Please report all incidents of fuel spills (accidental or deliberate) for the F-18 (all models) since its introduction into the inventory, whether during flight, refueling or otherwise. Please discuss the quantity of fuel, location, clean up requirements, cost, date and any fine or penalty imposed as a result.
- The Governor of Virginia suggested 10 sites for the Navy’s consideration. Why were seven of them deemed not acceptable and therefore, not reasonable alternatives?
- Was the cost to acquire real estate interests a factor in the Navy’s selection of the 5 sites under consideration?
- Will the construction of an OLF include the creation of retention ponds for storm water?
- What measures will be taken to protect surrounding areas from soil runoff during construction?
- What improvements to air quality and noise do you anticipate for residents near Oceana and Fentress?
- What are the valuation consequences on adjacent landowners and the resulting tax implications?
- Identify all state, local and farm roads that are within the OLF property. To the extent that cutting off access to these roads necessitates greater travel distance for a user of the road, how will such user be compensated? Will the Navy pay for the construction of replacement routes? Will the Navy compensate an owner for the decreased value of land resulting from such loss of convenient access, even where the owner’s land is not being taken?
- What are the procedures and rules applicable to the payment of just compensation if property is seized involuntarily? Is there judicial recourse? If so, in what court and who represents the United States? Will an owner have to pay for his own attorney?
- How will the history, cultural identity, relationship of people to the land and other non quantifiable factors be evaluated in this EIS?
- Explain what farmers can plant in the OLF Buffer zone. This is peanut country; corn, wheat, cotton, and, soy beans are also grown here. Crops have to be rotated so that the minerals in soil aren't depleted. If the farms don't grow cotton and tobacco now, they wouldn't have the equipment for planting and harvesting those crops. They would have to buy machinery for those crops. Will the Navy pay for replacement equipment if current crops are incompatible with aviation mission?
- How will the night lighting at the Southampton Correctional Facility affect visual cues for pilots using the OLF at night?
- How many hours of darkness are required to assure that all of your pilots can receive the necessary training?
- Is there a quantitative method to determine the amount of ambient night lighting that interferes with OLF night operations?

- Describe maximum single event noise levels that will be heard at each of these facilities and the implications for security, communications and correctional facility interference. In addition, describe flight patterns that may impact on these facilities.
- What coordination or consultation with correctional facility personnel have you performed to address their concerns about noise, safety, security and interference?
- Historically why, how much and under what conditions is fuel ‘dumped’ from the aircraft when practicing landings/takeoffs on an OLF? What effect has/does/will the dumped fuel have on wildlife, crops, timber, bodies of water, groundwater (wells), humans, wildlife and air and water quality?
- Are decibel levels based on clear days? How much are these levels amplified on overcast (50% or more cloud cover) days and nights? What times are your decibel levels measured? Are they measured for one plane or the clusters of planes that will be using the OLF at one time? Night is quieter than daytime hours. Do you have measurements of sound levels taken during the prime time of OLF usage? When and where were these levels taken? Is there an updated, current chart plotting the decibel and not the average of the decibel levels for each mile from take off at Oceana to the OLF on cloudy, clear, day, night variables?
- What is the possibility of using abandoned airfields for an OLF to save taxpayer money?
- If Blackwater USA in Moyock has government contracts why not use their facilities?
- A Navy spokesman was quoted in the Virginian Pilot as saying the OLF would provide recreational areas. What type recreational areas are you planning since we already have hiking trails, horse trails and walking paths outside our back door on our farms?
- What is the approximate life span of an OLF with the new aircraft of the future? Do you envision needing more acres for these new aircraft?
- With virtual reality and computer aided training, is an OLF really needed in the future?
- What is the possibility of using Stumpy Point, NC as an OLF since it is owned by the Navy? Cannot scheduling of bombings and practice landings be coordinated?
- Has the Navy contacted surrounding jurisdictions (Isle of Wight, Suffolk, Franklin etc.) of its intent of on OLF in Southampton County since they will be affected by noise, air, water pollution etc.?
- How has an OLF with numerous takeoffs and landings impacted air and water quality, air and water pollution, global warming, and the greenhouse effect on communities where an OLF is located and communities in the flight routes? How will the clear cutting of timber for an OLF effect and affect the above?
- A Navy spokesman was quoted in the Virginian Pilot as saying the OLF would employ 50 (+ -) people which will provide an economic stimulus to the county. How will county employees be employed, almost all who are civilians, who do not have Naval training on equipment, communication and security clearances? Are these full time positions?
- Does constant loud noise affect the growing of plants and the health and well-being of wildlife?
- How will the clear cutting of timber affect groundwater, water run-off, water tables, air an
- Would there be any restrictions/conditions placed on the type of crops planted, hours that can be worked in the crops, fertilizer limitations etc. in the OLF zone? Will fuel dumps occur over agricultural cropland?
- If the Navy purchases land, how is the price to the landowner obtained? If a landowner has to sell his land, will he/she have to pay income taxes at the federal and state level on the amount received?
- How will swamps and wetlands be protected from fuel dumps, clear-cutting timber and an asphalt runway?
- If residents near Oceana are suing the Navy over noise why would you expect us not to sue also?
- Will the Navy “rent out” the OLF to other military and civilian aircraft (cargo planes, bombers etc.) during the day when the Navy is not practicing take-offs and landings?
- What are planned hours of operation and decibel levels of civilian aircraft using the OLF? How will the civilian aircraft affect and effect air and water quality?
- If civilian cargo aircraft use the OLF as was stated in the Virginian-Pilot article 4/12/08, what roads will need to be built, at whose expense and maintenance and how will the increased vehicular traffic affect/effect air and water quality as well as quality of life for plants, animals and humans.?
- How will building the OLF affect the wetlands that surround the Cabin Point Site?
- If there is an accident or a fuel spill, how will that affect the water quality that runs off from Avery’s Mill Pond? How will this affect Black River Creek, Chowan River, and The Chesapeake Bay?
- What is the noise level generated by on jet for each practice landing; not an average noise level per day?
- What affect on surrounding farms and crops will displaced deer and other wildlife have?
- What is the documentation that there is a “need” for an outlying landing field?
- If the OLF was also used for cargo planes: what cargo, where is it going and how is it getting there? Wouldn’t this mean additional trucks on our rural roads?
- What is the projected cost of jet fuel needed if Cabin Point (or other VA Sites) is selected? What is the current cost of fuel for practice landing?
- What air route or air space will be used to get pilots and jets to the Cabin Point Site? How often will this space be used? Is there any conflict with air space used by Langley Air Force Base or Richmond International Airport?
- What happens to the beavers displaced form Avery’s Mill Pond?
- Geese migrate yearly to Avery’s Mill Pond. What impact on their migration pattern will the OLF at Cabin Point have?
- The Cabins Point site will drain to the Blackwater River. Large weather events like hurricanes and NorthEasters may endanger the City of Franklin being inundated by floodwaters from the Blackwater River. Please evaluate how much water an 11 to 15 inch rain event would run off the OLF into the river and the impacts downstream. If you will build retention ponds, please describe the size, configuration and the assurances that you can make that they will be built and will be of adequate size to handle runoff of this magnitude.
- What are the major storm consequences resulting from additional runoff into the Nottoway River from the Dory site affecting Courtland and the community of Dockside?
- What are the major storm consequences from runoff for communities downriver from the Mason site?
- Will on site fuel storage tanks be above or below ground? Would beams or concrete containment walls be built around the tanks in case of a spill or catastrophic failure? What will be the capacity of these tanks?
- To what extent might the location of the actual OLF be at variance with what has been portrayed in the scoping meetings?
- If the location of an OLF site changes, resulting in the need to acquire land not identified in the information provided to the public at the time of the scoping meeting, will you conduct another scoping meeting? If it is disclosed in the draft EIS, what will the public opportunities for review and comment be?
- Describe all natural gas pipelines, petroleum pipelines. Transmission lines and existing infrastructure at each site that will be rerouted displaced or otherwise affected by this project.
- Describe the chemical composition and common name of all fuels and fluids that would be on the aircraft using the OLF and the threat to public health or the environment (including ecological risk) should any of these fuels or liquids be released at the OLF or over land or water en route to or from the OLF.
- Describe all air routes and altitudes to and from the OLF and the extent to which these might vary due to airspace conflicts, weather or mission changes.
- What is the highest single event level of noise that will be generated within 30 nautical miles of the OLF? Please provide this at .5 NM increments for each route that might be used and at each altitude that might be used along each route.
- Describe the aquifers, watersheds and water basins within each proposed OLF site (including all buffer areas) and any aquifer, watershed or water basin that could be affected by runoff from each of the OLF sites.
- Does the Navy acknowledge its liability to natural resource trustees for any natural resource damages that it causes, creates or exacerbates?
- Identify all federally or State identified endangered, threatened, special status or protected species at any site that will be acquired by deed, subject to limited use or subject to noise at or above 35 decibel single event.
- Describe all emergency equipment and personnel that will be present at the OLF, including crash, rescue, police, fire, medical and other first responder capabilities. Include the number and type of equipment of equipment, the number, training and certification that operators and other personnel will have received prior to deployment to the OLF and whether these personnel will be present at all times (24/7), only when practice landings take place or on some other schedule.
- Will you require personnel who are assigned to the OLF to live within a certain distance or time to travel to reach the OLF?
- What municipal services will you require from the surrounding jurisdiction, including but not limited to water, sewage, power, police, fire, law enforcement, etc.
- What will the federal jurisdiction be for the OLF inner core-- exclusive, concurrent or proprietary?
- Describe the noise levels and contours for each of the proposed OLF sites for the Boeing Block II or 4.75 generation Super Hornets.
- If the Navy elects to extend the life of Super Hornets (any or all models), what impact will that decision have on the purchase of the Joint Strike Fighter for the Navy, and what will the increase in cost per JSF be for the Air Force?
- How will Native American concerns be addressed for tribal interests if the tribe is not a Bureau of Indian Affairs recognized tribe?
- How has the utilization rate of the F-18 in the current Gulf War affected the useful life, cost of maintenance and repair and life expectancy of all models of the F-18?
- How will the Navy address the economic, environmental and cultural impact of severing parcels of land which render other or remaining parcels less valuable, no longer suitable for present their current use or otherwise interfere with current or projected activities?
- What is contemplated by the Navy with respect to developing a nuclear carrier capable facility in Florida? What funds have been appropriated by Congress since 2003 to study, evaluate or design such a facility and how much of those funds have been spent for that purpose?
- How many F-18 E or F model can be home based at Oceana? What is the aircraft capacity at Oceana for F-18s? What plans exist to expand Oceana beyond its present boundaries? Will the Navy exercise the power of condemnation to seize property outside Oceana in order to increase the capacity of the air station?
- Describe the reduction in noise at Oceana and Fentress if the new OLF is built at one of the sites under consideration.
- Will the Navy send aircraft to fly over the areas in question as part of the EIS process, monitor the noise levels under actual circumstances and inform the residents and county officials in advance so that they can conduct their own monitoring?
- Will the aircraft using the OLF ever be armed with live ordnance of any kind? If so, what ordnance and what are the emergency response plans and capabilities to address an accidental detonation, lost weapon or accident?
- What is the amount of ozone generated by a practice landing and takeoff, by aircraft type. How does this contribute to overall ozone levels in the region?
- Will you conduct conformity analysis to ensure that you comply with the State Implementation Plan?
- What effect does noise have on prison inmates and does noise agitate prisoners?
- Does noise have any impact on prison guard ability to manage inmates?
- How will the public have an opportunity to provide input on scoping if the Navy moves the OLF from the site presently portrayed? What opportunity will there be for citizens not presently directly affected to be heard on the impacts and scope?
- Why are aircraft stationed at Norfolk now an issue for OLF use when they were not involved in the Washington County consideration?
- What is the model you will use to predict aircraft noise and the impacts of that noise?
- What will the inputs be to the model?
- What is the scientific validity of the model you will use?
- Are there studies that demonstrate that the model is an accurate and/or inaccurate predictor of real events?
- If the model inputs involving type of aircraft, altitude, speed, frequency of noise generating events are changed, will such change require a new EIS?
- What level of noise would cause you to abandon this project?
- What, if any, noise mitigation measures will you adopt and implement and what assurance will you provide that such mitigation will be an enforceable obligation?
- What are the consequences if you breach your mitigation measures? Will you cease operations?
- Will the model and inputs be available for review by the public? Can we review the model now?
- What is the basis for concluding that you do not need to measure below 65 ldn?
- How will ambient noise levels be factored into your models?
- What are the noise levels that will be generated by the Joint Strike Fighter/F 35 aircraft? Are the contours and /or impacts different?
- What are the single impact noise levels within the OLF property under consideration and how frequently do you expect them to occur?
- Please prepare a map showing single impact noise levels to a level of 50 decibels.
- Please provide a noise contour map showing single impact and ldn decibel levels for Surry, Southampton and Sussex Counties, based on projected routes, speeds and altitudes.
- How will the recommendations and studies of the Federal Interagency Committee on Aircraft Noise be incorporated into your study and evaluation
- How will you address ambient noise in each of the geographical areas to be addressed
- What consideration will be given to the cumulative effects of noise simultaneously generated, particularly multiple aircraft are in the pattern?
